In this era of globalization, all countries have the same opportunity to compete globally. The result of globalization is the development of the world of science. One indicator of a nation's progress is the number and quality of human resources with doctoral degrees. The number of Doctors needs to be increased, at least 20 percent of the total university lecturers. In this context, it is hoped that apart from accelerating the fulfillment of human resource needs with doctoral qualifications, it is also a program to generate new findings to strengthen national innovation and the nation's competitiveness.
